The IOA president PT Usha, has issued a notice to joint secretary Kalyan Chaubey. The notice is for granting recognition to the Taekwondo Federation of India (TFI) without getting the approval of the IOA’s general body.
Unauthorized Recognition Raises Concerns
In her letter, Usha emphasized that only the IOA’s general body has the power to approve membership or affiliation to sports federations. She explained that no individual, including the president, the executive committee (EC), or the acting CEO, has the authority to grant such recognition alone. The approval process ensures that decisions are made collectively, following IOA’s guidelines and principles of good governance.
Importance of International Affiliation
Usha further stated that before any sports federation can be recommended for affiliation, the IOA must verify that the federation is officially recognized by both the world and Asian governing bodies of the sport. She pointed out that no such discussions about TFI had taken place in EC meetings, nor was it recommended to the general body, putting the IOA at risk of legal and reputational damage.
Previous Rulings Ignored
Usha also referred to a ruling by Justice (retd) L Nageswara Rao from November 20, 2022. In this ruling, the Taekwondo Federation of India was not allowed to participate in the IOA elections due to its lack of recognition from the world governing body of Taekwondo. Usha accused Chaubey of hiding this order, which further complicates the situation as multiple taekwondo federations are fighting over recognition.

Disciplinary Action on the Horizon
Usha has given Chaubey seven days to explain his actions and why disciplinary measures should not be taken against him for violating the IOA constitution and exceeding his authority.
Executive Committee Tensions
This issue comes just one day before a critical executive committee meeting of the IOA. Some EC members, including Chaubey, are pushing for a discussion about Usha’s conduct, and they have raised concerns about her decision-making process, accusing her of bypassing the EC and violating the IOA constitution.
